If you’re a homeowner or planning to buy or sell in the Bay Area, this update is a must-read. A new regional rule passed by the Bay Area Air Quality Management District (BAAQMD) is about to impact nearly every household across the 9-county region — and the cost implications could be significant.
What’s Happening?
BAAQMD has approved a ban on the sale and installation of natural gas water heaters and furnaces. This affects homeowners in Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma counties.
Here’s the timeline:

January 1, 2027: No more gas water heater installations.

January 1, 2029: No more gas furnace installations.

January 1, 2026: Sellers must disclose whether their property has gas appliances AND make buyers aware of potential costly electrical upgrades that may be needed to switch to electric.
This last requirement kicks in less than 6 months from now — which is especially important if you're planning to sell in 2026 or later.
Why This Matters
While the goal is to reduce emissions and move toward electrification, the hidden costs of this mandate could be staggering:

Older homes (especially pre-1980s) may need new wiring, new electric panels, and even underground power line upgrades.

Some homeowners could be facing $50,000 to $100,000 in renovation costs just to convert to all-electric systems.
And here’s what many people don’t realize: replacing a gas furnace or water heater isn’t just about swapping one appliance for another. It could mean trenching your yard, rewiring your home, and upgrading your electric panel — all before you're allowed to install the new electric version.
Disclosure Rules for Sellers Start Soon
Starting January 1, 2026, sellers will be legally required to disclose if the property has gas appliances and whether it may need system upgrades. This will impact negotiations, pricing, and buyer decisions — especially if costly upgrades are anticipated.
