This isn’t the first step in the transformation. Back in August 2024, the National Association of Realtors (NAR) implemented the first phase of policy updates, requiring buyer agents to disclose how they’re compensated. For many buyers, this was the first time they saw how commissions were structured—and that they had a choice.
That was just the beginning. Now, we’re moving into Phase 2.

Under the updated rules, you must sign a written buyer representation agreement before seeing any property in person.
